BBMP 2010 elections : Lessons for the future

 
We have just concluded a significant part of the Jaagte Raho campaign activity, with the conduct of the BBMP (Bruhath Bengaluru Mahanagar Palike) elections last month. We shared with you the results of the election earlier, and we now look forward to the new council that will be sworn in shortly.

Thank you for joining us in achieving the following:

 . More than 2000 AVMs (Area Voter Mitra) sign ups and 400 trained AVMs
 · 221 active AVMs that worked on the ground
 · Around 50 AVMs and 80 JRC (Jaagte Raho! Club) volunteers for the door-to-door 
  campaign who reached out to over 11000 households
 · 10 ward-wise 'Know your Candidate' Events
 · 3475 pledges to vote
 · 1750 registration forms submitted to the ERO

Admittedly, the turnout (at 44.1%) showed no significant
increase. And while the tendency to be dismissive of civil society
campaigns at such occasions runs high, a finer  analysis reveals
a dependency on factors External and Internal to civil society

High error rates in electoral rolls:Bangalore's electoral rolls have been long known to be 40% inaccurate. In the last one year when the State Election Commission (SEC) took over the charge of updating electoral rolls, over 3 lakh voters were newly added while only 2500 deletions were made. The result is that Bangalore's electoral rolls have 7 million official voters as against an expected 5.6 million voters going by the 2001 census. If one goes by the latter figure of actual voters, the actual voter turnout in Bangalore could be as high as 55%!

Internally, Jaagte Raho! can do a lot more to affect voter turnout trends. However, given that we launched the campaign activity barely four moths ago, there was limited impact in these elections. Only 5% of the targeted grassroots volunteer base (Area Voter Mitras) has been up. However, we will stay committed to building a strong network of grassroots workers to improve electoral engagement in urban India.
